The general principle

Every UP grievance system works in tiers.

Local or block level first. District level if that does not resolve it within the notified timeline. Divisional or state level for cases that persist. Almost every route on this page follows that shape.

Keep your complaint reference number at every stage. It is the single most useful thing a resident can do — it is what lets any office, at any tier, actually trace what happened to your case. A complaint without a reference number is very difficult to chase.
